The decline in public support for universities, at a time when student visa regulations are getting tougher, creates the opportunity to tap emerging markets through online delivery models; this is a factor universities cannot ignore. Developing economies are not able to cope with increasing numbers of tertiary student enrolments and high costs of building brick and mortar institutions.
