But the continuing increase in births, plus the lack of the necessary infrastructure and available public funds renders the public services in developing countries seriously unable to fulfill their purpose. This is particularly obvious in the sector of education. When governments cannot provide adequate university places to satisfy the educational needs of the new generations, sustainable development is simply not possible.
